How to get an eyebrow piercing?

How should i convince my mom to let me get my eyebrow pierced? We had a conversation on it for like 2 hours and my step dad is okay with it its just my mom says 14 is too young to get an eyebrow piercing but when i bring up that they're are 11 and 12 year olds with eyebrow lip and whatnot she says well im not their parents. So shes sorta considering it for the end of summer before school starts because if i get a job this summer i might not get it, but please no stupid answers i really really want to get it sooo please help me! (:
