Is having 9mm follicles on CD10 okay?

I NEVER ovulate so they put me on 50mg of clomid. I have PCOS btw. I took the Clomid on CDs 3-7 then when in for an ultrasound on CD10 and she said I had to follicles that were 9mm. One in my left and one in my right. She said they are still too small and that I need to come back in a few days later. Is it okay that they are this small on CD10? Is there even a chance I could still ovulate?
