How can I get rid of black hair follicles all over legs?

Since i started shaving i noticed that my hair follicles were beginning to become infected, so i swapped to epilating instead as this would pull the hairs out from the root. But since making that change they still look terrible and every single hair follicle on my legs are black and my legs just feel really rough even after epilating and moisturising :( is there any products out there that can reduce the size and colour of my hair follicles and prevent it from getting worse? thanks
