How can you treat razor burn? Or is this even razor burn? 5 stars for best answer!!!?

I've noticed that on the back of my legs, the calves, there are what look like little red dots everywhere. I've had them since I can remember. They aren't bumps or anything, they don't hurt or itch, and when I shave my legs, my legs feel smooth and everything, but they're so of unappealing. I'm think they're maybe hair follicles that are maybe irritated or something? I don't know. And it's hard to describe other than they look like red dots where my hair follicles would be.....Any idea what this is and what I can do to prevent it in the future? Thank you!
