2 or 3 small red bumps on the bottom of my shaft. please help?

so i have a few red bumps on the bottom of my shaft. i went to the doctor a few weeks ago before they were there and questioned these flesh colored bumps i have all over my and testicles that turned out to be hair follicles. i have picked these little red bumps a few times and all they do is bleed a little and go back to what they are. these have been here for a few weeks and i don't know what they are. do you think may there ingrown hairs? a hair follicle that i picked and got infected? std? what do you think. thank you
